Chitose Hibiya (日比谷 千歳 Hibiya Chitose) is the landlady of the Gabu Jougasaki apartment complex where Hideki and Shinbo live.
She inherited the building from her husband when he died, now it is her source of income.
Personality[]
She is always shown to be friendly and generous with everyone she meets, especially with Hideki and Chi, who currently reside in the apartments. Throughout the series, she gifts Chi many elaborate outfits as Hideki is unaware of what to give Chi. At first it appears that Chitose gifts them out of pure kindness, but towards the end of the series, it is revealed that these outfits are from the time she lived with both her daughters.
Like her late husband, Chitose is extremely intelligent.
Plot[]
In the manga, she was previously an employee of Piffle Princess Enterprises and participated in the development of Angel Layer program and later, persocoms. She was married to the president of the company, the late Ichiro "I-chan" Mihara, who used the data gathered from the Angelic Layer research to create the Chobits to be Chitose's children, because she was unable to have children of her own. She also authors the A City with No People series of books to help Chi find the Person Just for Her.
Her goal is to help Chi find happiness, even if it means her daughter never remembers her.
Etymology[]
- Her given name Chitose (千歳) means "a thousand years."
- Her surname Hibiya (日比谷) may reference Hibiya Park.

- Chitose, along with many other Chobits characters, appear in Kobato.
- In Kobato, she is also the landlady of the main character's apartment complex. However, there is no mention of her husband and both Chi and Freya are human twins.
- Both of Chitose's voice actresses have voice acting roles in Magic Knight Rayearth, an anime based on another one of CLAMP's mangas. Kikuko Inoue voiced Tatra, one of the twin princesses of Chizeta, and Bridget Hoffman voiced Fuu Hououji, the Magic Knight that uses wind magic.
